一、優化調整風險人員的隔離管理期限和方式

將密切接觸者、入境人員隔離管控時間從“14天集中隔離醫學觀察+7天居家健康監測”調整為“7天集中隔離醫學觀察+3天居家健康監測”，核酸檢測措施從“集中隔離醫學觀察第1、4、7、14天核酸檢測，采集鼻咽拭子，解除隔離前雙采雙檢”調整為“集中隔離醫學觀察第1、2、3、5、7天和居家健康監測第3天核酸檢測，采集口咽拭子”，解除集中隔離醫學觀察前不要求雙采雙檢。密接的密接管控措施從“7天集中隔離醫學觀察”調整為“7天居家隔離醫學觀察”，第1、4、7天核酸檢測。

二、統一封管控區和中高風險區劃定標準

將兩類風險區域劃定標準和防控措施進行銜接對應，統一使用中高風險區的概念，形成新的風險區域劃定及管控方案。高風險區實行“足不出戶、上門服務”，連續7天無新增感染者降為中風險區，中風險區連續3天無新增感染者降為低風險區。其他地區對近7天內有高風險區旅居史人員，采取7天集中隔離醫學觀察措施。中風險區實行“足不出區、錯峰取物”，連續7天無新增感染者降為低風險區。其他地區對近7天內有中風險區旅居史人員，采取7天居家醫學觀察措施。低風險區指中、高風險區所在縣（市、區、旗）的其他地區，實行“個人防護、避免聚集”。其他地區對近7天內有低風險區旅居史人員，要求3天內完成2次核酸檢測。

In the medium-risk area, the policy of "not going out of the area and taking things at different peaks" will be implemented, and the number of people without new infection for 7 consecutive days can be reduced to the low-risk area. In other areas, 7-day home medical observation measures shall be taken for those who have lived in medium-risk areas in the past 7 days.

Low-risk areas refer to other areas of the county (city, district and banner) where the medium and high-risk areas are located, which implement "personal protection and avoid aggregation". In other regions, those who have lived in low-risk areas in the past 7 days, are required to complete two nucleic acid tests within 3 days.

三、完善疫情監測要求

Improve epidemic surveillance requirements

加密風險職業人群核酸檢測頻次，將與入境人員、物品、環境直接接觸的人員核酸檢測調整為每天1次，對人員密集、接觸人員頻繁、流動性強的從業人員核酸檢測調整為每周2次。增加抗原檢測作為疫情監測的補充手段，基層醫療衛生機構對可疑患者、疫情處置時對中高風險區人員等可增加抗原檢測。

Increase the frequency of nucleic acid detection for the occupational population at risk, adjust the nucleic acid detection for the personnel who are in direct contact with the inbound personnel, goods and environment to once a day, and adjust the nucleic acid detection for the employees who are densely populated, frequently contacted and highly mobile to twice a week. The basic level medical and health institutions can increase antigen detection for suspected patients and personnel in medium and high-risk areas during epidemic disposal.

四、優化區域核酸檢測策略

Optimize regional nucleic acid detection strategy

明確不同人口規模區域核酸檢測方案，針對省會城市和千萬級人口以上城市、一般城市、農村地區，綜合疫情發生后感染來源是否明確、是否存在社區傳播風險及傳播鏈是否清晰等因素進行研判，根據風險大小，按照分級分類的原則，確定區域核酸檢測的范圍和頻次。
